The URL injected into each agent as JENKINS_URL. Defaults to the globally configured Jenkins URL.

It must be reachable from inside Namespace's cloud. A controller on localhost or a cluster-internal Service name cannot be reached by an instance, so the agent boots, fails to connect, and the launch times out. Set this when the global Jenkins URL is internal-only.
