Check this to only allow administrators to view and edit job groups and other attributes of priority definitions.

It is strongly recommended that this be enabled on Jenkins controllers with defined privilege groups or many users. When it is disabled, any user with access to the job priorities page can modify job groups and other attributes of priority definitions.
